Don't give up. It's good for you to go through the Google PageSpeed recommendation fixes as suggested, but know that many very successful sites score quite poorly with that, and they've made it tougher as time has progressed.
I think it has a lot of potential.
If you focus on just showing the stuff which you want to show your visitors, as opposed to having it show all kinds of stuff just because it's a novelty and looks like a powerful production at first glance.
Enjoy the process. That's important I think, from at least my hobbyist point of view.
 
Sit down with someone you know, and see how easy it is for them to know what to do and find what they are looking for.
 
I think the logo needs work to make it clearer. I like the size, but the colors or shadows or the 3D effect of the various greens is lost at that size or resolution.

Your new layout is a lot better then the original, and simple is better for a news website.
I do not love the layout, but I do not think there is much wrong with it, perhaps it does need a few stylish elements to break up the monotony of text.
Icons would perhaps make it a bit more unique, I do not see a login area, and perhaps a nice logo.
Also I always feel a rich footer would make a site feel more easy to navigate.
 
But it is a lot better then the original so well done.

I think it would be perfect for your needs.

If this was a hobby site i would suggest just finding a basic wordpress template and throwing stuff in there - as it's a business site I would advise finding a budget to get something built!
 
Looking at the code generated by serif it's, well it's a mess on my phone it's pretty much unusable without zooming in a lot to navigate or read text - certainly not want you want for your users, and certainly not what you want for potential customers.
 
I think you have some promising elements - the header part could be condensed into a logo if you simplify it (you have two lots of " Quality Coarse Angling and Tackle Shop / TACKLE AND BAIT SHOP" for example and some good pictures of big fish!
 
the front page is a bit on the bust side and the flashing elements take me back to the 90s
all that centrered italic text is not the easiest to read - italics should be used to set text apart, for emphasis for exmaple or things like plant names in Latin, not whole sentences of text, and certainly not all centred which is a lot harder to read than left aligned text with enough space around it to allow it to breathe. also reduce the amount of yellow orange gradients - with everything vying for attention it's like one advert after another.
 
the tone of the site seems very friendly but i think serif and your own lack of coding skills are holding back the business potential.

the best option would be to invest in a proper site but if you just can't find the budget then consider wordpress on the same hosting you have. At is it stands there is too much to fix in that site that it wouldn't be worth it - better to start again and plan the content - reduce the clutter on the frontpage, you don't have to tell everyone everything in great detail from straight away give an overview and a few unique selling points (friendly service, comptetitive prices, expertise, etc.) with links to find out more and hopefully get people calling in to visit/purchase or simply find out more to return at a later date. Taking a crash course in modern web design and coding to make a slick fast loading site that works on all devices can be a rewarding thing, but like anything it takes time and effort.

p.s. a simple hook/fish based logo wouldn't go amiss either

If you turn on the paint flashing feature in chrome developer tools, you'll see that the whole page is constantly repainting, this is causing the entire layout to have to re-calculate again and again. This is never an easy fix, there could be a number of things causing the issue, but initially I would look for any fixed elements, or any event listeners on the window that have mouse or scroll events on.
 
Most of the time it's a process of elimination, you'll need to use developer tools to remove code until you find the problem element, then look into a solution for fixing it, like changing what CSS properties are used, or using something like requestAnimationFrame. Looking at your code, it looks like either a fixed container around the site or window event listener causing the issue.

What a truly awful layout.
 
The splash page is pointless, so bin this completely. When i Fiunally worked out I had to click the arrow I got to a confusing page that made no sense at all. The slider just got in the way so bin this.
 
The bit you want me to read should be the homepage. Keep it simple and make it black text on a white background.

the navigation is good because it looks like an advert. the logo is great for everyone who liked the 80s. the carousel is really clear and doesn't like confusing or broken at all and the crowning glory is the counter for everyone who feels nostalgic about the good old webmaster days of the mid/late 90s

Learning to build full stack websites - design, front-end, backend, deployment, maintenance and dealing with clients and so on. There's a huge amount to learn. IMO if you are feeling overwhelmed you should make a decision on what exactly you enjoy doing the most and focus on it
 
if it's design then stick to that and either pair up with a developer if you wish to remain freelance OR look for work at an agency as a designer. The same applies for development - get help with the design side. Development itself can get extremely complex so it's very common for developers to specialise in an area of the stack (frontend, backend, infrastructure) some of those more experienced can work across the stack, although to be good at them all requires an enormous undertaking.
 
So my advice would be to figure out what aspects you enjoy the most and given your experience seek to work at an agency and build up some experience before going it alone. It can be done the other way, but you have seen first hand what issues come about with a lack of experience.

Tbh i understand it's a bummer but I would just comply and remove the website and then continue to payback the remainder you owe her. And then just put all of this behind you. And move on with a new site
