There are lots of hosting providers that offer "end user support" to resellers customers, but in my experience providers which offer end user support are usually outsourcing their support to off-shore companies which does not provide the best possible support, than a host with their own staff supporting their customers directly. If you don't want the responsibility for hosting, I'd recommend you refer your clients to the hosting company of your choice. You could earn commission for each order if the host has an affiliate scheme.

If it's a managed VPS you don't need to worry server management as the company you are paying for the VPS should be looking after it for you

You are not going to be the registrar of your domain, unless you have your own Nominet TAG/Membership (assuming you wanted to register a .UK domain). Just look for a provider/registrar that registers domains in your own details and doesn't charge to "release" the domain.

If it's for a personal website, I guess you could get away with free hosting although I'd not recommend as high quality hosting is available for a few pounds a month.
