I personally recommend netbeans , you can get paid plugin or add-ons soon for LESS or SASS.

as a beginner you can use NOTEPAD++ and when you get some knowledge you can use Dreamweaver, by the way use w3schools.com to learn more about html,css or many web based language!

use firebug tool and you can easily learn and edit CSS!
