I'm beginner  at  web design , so I have 2 questions :

first, how I can develop my skills and practice while I don't have work

second, I want to start web animation so how I can start learn it.

I'd suggest making something; try something small and easy to manage that will touch on all aspects of web design, you'll soon find out which bits you prefer.

 Animation as in moving things around or are we talking feature length episodes?

yeah like animation when you click on something, or moving from section to another.

Take a look at CSS Transitions.

The most important thing to learn about animations is when not to use them. And the answer is: most of the time.

Only use an animation where it adds real value.

Agree, but simple slick transitions on resize beats a clunk any day

And remember parallax? Famous for 5 minutes and then chucked in the dustbin of pointless gimmicks

Still useful when done for the right reasons.

But like many features, it’s just bolted on because it’s trendy.
