No Google does not allow link exchanges. It has been marked as spam technique. Though people are still using it by keeping it 10-15% of their total links.

Changing urls for seo purpose only wont benifit that much. The kw in domain factor has been decreased since EMD update back in 2012. Check your competitors if they are using the same practice then there will be nothing wrong in giving it a shot.

The page rank is getting updated its more a year now. Google has stopped updating page rank. So forget about it. I see some issues of duplicate content. That seems to be a problem as your internal pages wont rank well in search engines..

Following competitors will always keep on the their tail. You will never able to beat them. Go out of the box and get links from some new high authority domains. dont just follow do something new to beat them. There are 200plus ranking factors and its not possible to optimize on all 20o but it is surely possible to optimize more than your competitors.
