Its been years now the web directories does not appear in ranks. They have decided to move on but cant leave the site open as the spammers will attack it and it takes time and efforts to keep the directory clean. Its time for you to move on as well,

Well relevency matters alot these days. Avoid having links from forum signature as its not possbile that every post relate to your business. and google does not like excessive singature links.. All forums now has no follow link policy that makes it useless for you get links.

No Google does not allow link exchanges. It has been marked as spam technique. Though people are still using it by keeping it 10-15% of their total links.

Changing urls for seo purpose only wont benifit that much. The kw in domain factor has been decreased since EMD update back in 2012. Check your competitors if they are using the same practice then there will be nothing wrong in giving it a shot.
