What happens if i use more text in meta description of a site? Does it have any negative impact on website rank or the extra text will be avoided?

The excess words in meta description doesn't bring up the negative effect, instead the search engines will knock down the extra characters while considering the site to result for the search query. It's effective to cut short the surplus characters in the description and the ones that are really needed and gives away the desired meaning.

Meta description is useful for some search engines while others are not using it and instead using the whole content of your website or page.

However if your text in the meta description contains more characters it is not a big deal. (unless they have lets say, 3000 words :D so this can be flagged as spam). A general rule is to stay withing 150 -160 characters.

I personally do not use meta description in any of my website, but if you are willing to use it please ensure that its content is original and it describes well what your website is about.

more text would left your rich snippet in SERP to be doubtful , filling meta decription with the optimum characters as prescribed are helpful because they give a user an insight to the whole post without opening hence reduces your bounce rate

There might be some negative effects but it wont be much of a change in any rankings.The snippet will have only less information for the people to read it on the search engines and that becomes a negative effect.

It is not good for displaying your SERP results. Excees words will not be displayed, eventually will make poeple is annoying.

yes, it wont be indexed and there can be some abnormalities with regards to your description shown in the SERP's. Google may decide to take text from your body instead of the exact meta description.
