You would probably want to look at a dedicated server. If you don't know anything about administering a web server, make sure you get one that is fully managed.

It looks to me as though CrushyCMS is a hosted CMS. ie. the people that design the CMS system are the ones that host it. Therefore, you would have to use them as your provider as you wouldn't be able to install their system on an account with another host. There are plenty of non hosted options available. Check out Wordpress (99.9% of hosts support WP).

There really isn't a "best hosting company". The best host for you will depend on your needs. For example, one person might say xyz is the best because they have 24/7 phone support which isn't outsourced, only put ten customers on each server and the $50 per month fee is well worth the money. Another might say that they only need ticket support and don't mind having to wait two or three hours for a responce if it will cost them $40 less than the first person each month.

It really depends on the quality of the stream and the number of users at any one time. If you stream at around 96kbps and expect to have ten listeners then you would need a 1MBit upstream speed and so on.

Most of your requirements can be met by most hosts. However, regarding the product above, I just had a quick look at their website and gathered that it streams directly to your listeners via your home computer rather than in conjunction with a web server? Is this correct? If so, unless you have an extremely high upstream speeds, then I would suggest looking at a product such as Shoutcast.

I would strongly recommend looking at a dedicated server. 250GB is a significant amount of data and it is unlikely that you will find a shared host willing to provide that much space (in practice, those offering "unlimited space" will find some other reason to cut you off, such as excessive CPU usage etc).
