I assume you're using Adobe photoshop? If so, here are a few tutorials to get you started:

You can tweak further and play with layer styles until you get the desired effect.

There are plenty of patterns available for free online which you can use to recreate the background text styles. I would start with something like this aluminium foil texture perhaps together with a stripes pattern.

If you're using Adobe Illustrator or another vector/raster editor, there are plenty of tutorials online - hope the above will give you a few ideas on how to achieve what you need or at least what to search for.
