Not exactly a "personal" recommendation, but from what we have seen, sitepoint.com have the least complaints at all, if any, cant really find anything bad said about them, and plenty good stuff said about them it seems, even though all US providers oversell like crazy it seems...

I use GoDaddy for my hosting. It's pretty cheap so I can't complain.
