It's best to hand-code. I would suggest learning HTML & CSS. You can learn them at sites like w3schools, nettuts+, webdesigntuts+, tizag, htmldog.. And google. Have fun!

The GTX 460 is faster and better for gaming.

It's only slightly slower than the one I use (the 5870) and the 5870 is screaming fast. So I would say it would be a great choice for gaming.
