Any CMS would do for a project like this - you only need a wiki when your express objective is that anyone can sign up and edit.

^ I agree a Wiki would probably only work if you have several editors.
 
My suggestions for a project like this would be Expressionengine. OK I'm a little biased but it has many features that would be useful for such a site:
 
1. Run separate "Channels" for each type of content (eg streets channel, people channel, photos channel etc)
2. You can tailor content fields based on the type of content
3. Every peice of content can have multiple relationships, eg when you create an entry for a street you can associated it with people, photos and so on. That way you can do a huge amount of cross referencing so on a Street page you could show people who lived there, events, photos and so on. Conversely when you look at a persons detail page you an cross reference the street they lived in, photos of them etc

Not too sure about the actual car spec boxes.
The autotrader model is hard to beat.
Car men usually have set views on what they want to know/see.
 
Also, you need to list the exact options chosen on the top of the results screen.
I'm looking at a list of cars and I have no idea what search options I chose.

Now there's a thing I pay absolutely no heed to whatsoever - "Googlerank".
Similiarly, anybody who's searching for something.
 
It's getting it into the top end of that first page.
And I doubt any of those moneytrap SEO companies will do much for you.
Each business is an individual one with individual requirements.
 
It's down to sitting down and figuring out what the search phrases are for the business. The target market.
It may take hours, days even.
It's down to the individual boring, metatags, titles, content.
It's down to sorting out links into your site from larger, higher ranked , very possibly relevant, websites.
 
It's slow, it's painful. But it works.
No substitute, no short cuts to plain hard work.
 
No amount of computer or designer skill will overcome this.
You need to get to know the business you're trying to market.

The customer gets what the customer wants.
99% of customers dont give a flying houdini about php css and all those wee short words with no vowels.
the customer wants a website that looks good, generates trade and everyone can use.
 
This is exactly what this website does.
 
1 point though - those blue links for each site are almost impossible to see on my old CRT monitor.
