Why is there so much tags in html?

It makes me confused on which to use...

Most of them i dont think it is needed.For example,

1)h1,h2,h3,etc(heading) are not needed,because CSS can be used with id or class to change the styles,right??

2)Why is there header and heading?Arent they the same thing?If i understand correctly,header is the main title,while heading can be a smaller title that can inside other tags,including header and each webpage can have multiple header and heading,but why?

3)Why is there so much tags such as footer,article,aside,form,etc?Arent they the same thing,which is just a container tag for other items,such as text field,paragraph,button,image,paragraph,etc?

4)Its also possible to type in html or dreamweaver and create paragraph without the use of article,aside,footer,header,etc as container,right?So why is it needed?

Sorry for so much question,cause im just a beginner and its also very important,cause its for my school project.And im not really good at asking question,so if there is anyhting you dont understand,just ask me what i mean.And also i have another question still waiting for an answer,please help me,if possible.Actually,i plan to finish by this week,but i dont think it is possible,so try to help me asap,thanks....

These tags are all necessary to give semantic meaning to the document - they have very little to do with styling - yes browsers have defaults for given tags but it's likely you'll be using classNames to override these.  Note - you should not use ID as a hook for styling.

Semantic meaning is necessary for SEO and accessibility.  If you marked everything up with <div> then these technologies have no way of understanding your document.

I recommend you do some reading on what HTML actually is and it's intentions.  Also stay away from Dreamweaver, this wasn't a good tool even 10 years ago.

I think maybe she will ask the students to explain the whole process of making the website,then if i did not use dreamweaver,how would i explain to her?

So i think using dreamweaver is safer,since every other student in the class is also using dreamweaver,so it will be more consistent.

And i'm also not allowed to use wordpress,wix,etc because the main purpose of this project is learning to code and design website the "correct" way and also use mySQL to manipulate the database.Its in our syllabus.

That sounds backwards, if students are learning to code then they should be able to use any text editor they wish.

TBH the industry doesn't care about courses anyway, you might be better off using an online course like one from Treehouse, it will be 1000% better than what you're on now and you'll learn stuff employers actually want.
I don't imagine any web dev teams use Dreamweaver professionally these days.

I guess they want to get the basic right and so going about with HTML. It's good to know what's used and why it is used.
