Login to FTP or your Cpanel file manager and delete all your plugins and themes.

 

See if you can now use the dashboard.

 

If this works, put back your themes and plugins one by one until your find the one causing the problem

 

If not, reinstall wordpress.

 

If this now works you can put your themes and plugins back

 

If not it probably means your database is corrupt.
