I'd assume entries must be considered as 'complete', though there is no rule to suggest this. I guess it depends on how the website is judged? E.g content, functionality, appearance.

All those, yes, everyone votes for their favourite based on design, functionality, code. I would say yes, best if your entry is completed. Most important it needs to be your own work and not a template.
