Hello,

I'm wondering how to make this effect in photoshop:

Where the circles are joining together, kind of like cells merging/splitting.

This is easily done with the pen tool (P).

 

Just draw two circles with the marquee tool (or vector shape tool), then click on the edge of the left circle where the join happens, and the edge of the right circle where it connects, while you have the mouse button held down, drage away and you will see the the path bend, which is what you're after.
