Brighton and Hove Restaurant Directory
Remove that background! I don't think it fits. Design wise, I'd have a large photo in the background, of one of the many restaurants in Brighton. Then I'd have content over that, with a light alpha over the top. I'd keep mr chef though, but cut him out and stick him up top? Btw, I live in Southwick, just 20 minutes drive down the road Also, the idea above just randomly came to me, I'd happily make a quick/rough mockup in photoshop if you want? (free of course, just feel like it).

Membership Area/ .Htaccess
You have to manually add each user which, unless using a global password and username, sucks. I don't think there are security issues however, cPanel uses it, and if that had security problems, about 99% of websites would fail. Seeing as it's only for you or others, .htpswd should suit.

<span></span> tags
Its basically a way to style bits of text which tags such as <cite> <em> <small> <strong> etc can't do by standard. You can edit the way <strong> looks, but its better to use a span and leave strong vaguely "bold" looking.

PHP vs HTML
Basically, PHP generates the content for a page, and this is drawn into html tags and css, which make it look like something more than just a page of text. PHP is backend (content-focussed: what you "read" on a website [assuming it's powered by php]), HTML is front end (visual, basically what you "see" on a website)

Nice design, love the color. The footer is a little boring compared to the rest I think. Also, get rid of that scrolling background, it annoyed me

IE6 woes
IE6 is old and out of date, no need to support it. Anyone who is stupid enough to insist on using it doesn't deserve to see the web properly. IE7 causes problems (it still sucks) let alone IE6, I gave it up a long time ago, if it's valid and works in modern browsers, job done.

How do You Come Up With A Design?
Draw a bunch of concepts, sometimes play around in photoshop, normally jump right into the code (yes, I've reached the sad point where I can "see" what code will mean in design terms). As for the comfort zone thing, jump out, try a few different designs, they don't have to be for a client, play around, see what happens. I have hundreds of half built designs which I just play around with. Sometimes clients buy them, sometimes they become themes, but most of the time I say "well, that failed, next!". Good luck
