Transparent logo blocks nav bar shennanigans!
Try setting the z-index: 999 to the navigation bar block element. That or set the nav bar as position: absolute (may have cross browser compatibility issues.)

Centering Footer li text
Add #footer li {display: inline;} and Add #footer ul {text-align:center;} That should be it if I remember right.

at what point do you stop supporting old browsers?
Same here, but you also need to watch out for Opera which has a relatively small but very loyal following.

Taking over an existing site - problems
I would say to have the client ask the original designer or provide you with the contact info and you contact the old designer yourself. I've been in your position. It could be easy or hard to get any information from the old designer, some can be pretty mean because they're not working on the project this time around. You may not need to start from scratch. You can download the source files and figure out how the site was put together, if they're on an open source cart script, it's usually noted somewhere. From there, you can get someone to either hack it if you can't do it yourself, find out how the encrytion for passwords works and you can get the password that way, or you can find the same script same version and reinstall and import theme files and test. All of which I have done.

1024x768 or 1152x864
I agree with this. However, I would also add that you should consider your audience. If you're designing a site for senior citizens, then you should keep it at 800x600 because most will be on a widescreen but have their resolution set to something lower so they can see the text better, etc.

float left or margin left ?
You need to change in div tag with x , y co-ordinate and need to align left to make the code universal. add the follwing syntax. "<div {cordinate} {style align= left}>"
