Hey neilOwen In my opion , off page is more difficult. As above it has been mentioned by many people that on page is in our hand we can do whatever we want. But in case of off page its not so easy to gain backlinks , traffic and ranking etc. Everything is in others hand. But in case of on page, whatever modification you have done to your site will help you.
