seems he is stuck at 1999.. In my opinion, the design fails, you need to redesign it again, have a look at the new design trends at the web and start from sratch, build on a single idea that you like until it grows into something amazing.

looks clean and simple, only complaint is that it lacks emphasis, everything is so small. also the curves of your boxes are not uniform to each other.

Gradients are too strong. try subtle blues like #3972a9 looks good on black too.

Graphics does needs more work. but it's getting there.. sit down on the design for a couple of hours and you'll perfect it. concept is great though.
