As for the hosting though, I suggest you do your research before choosing a provider as it's vitally important you choose a company who can suit your needs and provide you with a reliable solution. I always advise people on these forums to steer clear of the 'big daddy hosting companies' and to find a company who can offer you a personal level of support, as it will make a huge difference at the end of the day.

Adding an A Record for the sub-domain beta.domain.com to point to the new host will not in anyway affect the main domain.
The only way this will affect the main domain is if the actual nameservers are changed (which is not necessary), or if the A Record of the domain itself is changed.

Need to move to new hosting serviceGenerally, unless you are using technologies such as ASP, your best direction would be linux hosting. As you're just using HTML/Images it doesn't particularly matter which platform you go for, but linux hosting tends to be more reliable and a bit cheaper.

I think you're taking a step in the right direction by moving away from a host which claims to offer unlimited bandwidth and space, as this simply isn't the case.
Usually, you can see how much space your website is using via the hosts control panel. However, this may also take into account the amount of space you've used in your e-mail accounts, and how big your databases are. Alternatively, you should be able to see the total space via FTP.
As for bandwidth, this again should be shown in your control panel. It entirely depends on what type of website you're running but bandwidth generally isn't an issue.

You would need to consider a VPS or Dedicated environment if you wish to have your own PHP settings. However, a lot of the settings we do have can be manipulated using a php.ini file.
