It is called Site Links.. As per my experience Google is giving it as a reward when your inner pages are getting visible or top ranked for key phrases as well as home page... But really i dont know how exactly the algorithm works, but i could say you will achieve it gradually by keep working on the site !

Have you submitted sitemap.xml to google? If you has not yet submitted then go and submit sitemap.xml to google by webmaster tool.. or do submit it once again !
