I'm trying to make a webpage that resembles the design of this website:

Does anyone have an idea how this can be done? Any templates in particular?

Simplest way is to pay someone to do it for you.

Or you use wordpress and foundation (https://foundation.zurb.com/) the way they did.

The most people thinking creating with website from scratch difficult or requires a lot of coding and design skills.
 

You want to build a website that looks like https://www.oma.org/. I will suggest you browse the free html5 website template from ThemeVault. I am satisfied with their template designs.

@neik why would they want to browse theme vault when I've already told them what theme oma uses?

It looks like a professionally designed custom theme. It is professional yet simple. The inner pages are also well designed and immaculate. You may not get similar templates  and the template that you get today are either bloated and have needless  elements. 

It will be time saving if you have another developer to style it for you. 

Please check if they are using any template. If not then you can design the website yourself (If you know the coding). Else you can hire someone to do the work for you.

It’s not a custom theme. Check the code and it tells you what theme they used.

Sir, as per my suggestion you must try to innovate by yourself as per need of design and layout. But if you need same layout as the above mentioned website, you can just take help from various templates and design layouts on wordpress.

It depends on which platform you want to create your website. I will suggest http://wordpress.org. 
And if you got stuck just hire someone for this task for you. That would be much better if you don't have any idea about web developing or designing. https://wix.com is also good for website creating.
