If so the most common cause of a penalty is link building. To fix it, remove all the links you have created. Google's webmaster tools my give some indication as to why you are penalised.

As per my knowledge,

In following cases Google may penalize your site:

1) copy content

2) low authority site backlinks

3) Frequently change meta (Keyword stuffing)

As a solution you have to remove your links from low authority sites and try to get do follow backlinks from high authority domains.
