I spent about 3 to 4 hours using Paint brushes, ink bucket, inkscape etc to make the blotches away. After like touching and retouches those unsighlty blotches when I open up my logo, it comes back to square one.

 

I would like to seek advice how to make them go away for good.

 

Any free tool online or downable would be the best.

That will be because of compression, I'm assuming you're saving as .jpg? And the bright, contrasting colours certainly won't help. Try saving it as a non-lossy format.

Yes. I saved it in jpeg or png format as this is web friendly.
