April 20, 201016 yr The actual site wouldn't cost the end of the earth to build - don't get me wrong, it would be a pretty big haul, well within the thousands, but not out of the realm of possibilities. The servers and hosting for it though... god knows... thousands and thousands per month... it is a finger in the air job really...

I think that is a "how long is a piece of string" scenario! The hours needed would really depend on your exact specification of how it should work, what functions it needs and so on. One option would be to start with an off the shelf good quality video sharing script that can be easily extended.

Its quit easy now a days you can start with low budget shared account also, there are scripts like phpmotion, dolphin, Vidiscript which are free (we offer once click installer to our customers for all this scripts), and shared account with FFMPEG support is what you want. Later as you grow you can go for VPS and then upgrade to dedicated server.
