I have been on to some sites the have put their keywords separately like this:

 

Sussex, Website, Design, SEO, Web, developer

 

and others, do it like this:

What is the best way?

I'm not sure how much relevance keywords have these days (in meta tags) but if you look at your first example, single words on their own become very generic. Sussex? By itself, that brings 30,000,000 search results in google, probably not very useful for you whereas Sussex Website Design returns 453,000. Although the meta tag is 'keywords', that includes short phrases too so I would use your second method.

As I said though, not sure how relevant they are now. I would concentrate on getting your 'keywords/keyphrases into your site's copy instead.

Keywords do still have relevance, as they can determine google pagerank performance and positioning on relevant searches

 

I always words or phrases in alphabetical order now, for some reason this seems to work best, compared to relevance, and remove any duplicates replacing these with single words

Design, developer, SEO, Sussex, Web, Website,

That is not true, google has confirmed, them selves, that they do not use keywords. They only use the "keywords" present in the content of you page and not in the meta tag. This because the keyword meta was/is abused by some; they put keywords in the keywords meta that are popular search phrases but have nothing to do with their page to increase their hits. If you want to use the keyword meta then that is fine, as some search engines (yahoo) do still use it, but it will not influence your goolge page rank.

if you ask me (our website is ranked highly on google) I would say it doesn't matter)

 

Google pays very little attention to meta at the moment, but as long as the keywords are there, it does not matter either way.
