best thing to use when learning to code is visual studio, yes its done in asp.net, however, there is nothing to stop you coding html and css on that, and the web express edition is free download,

wordpress is good but not the only option, for more easily and not so php oriented blogs you could do a blogger and add it as an i frame or even maybe make an xml file, style it in xslt and then bang it where ever, this is probably the best for putting your own style and not having a disrupted page, for an example of where i have done this visit www.casserlyprogramming.com
