Please I am looking for a website or blog that offers CSS and CSS3 tutorial in such a way that the tutorial are thought with an example of building a complete web page. Thanks

You need to know html too as well as css.

Check out mozilla developer network and css-tricks

There are tones of tutorials for CSS out there, simply Google 'CSS tutorial' and take your pick.

Here's a few to get you going -

http://www.csstutorial.net/

http://www.htmldog.com/guides/css/beginner/

https://developer.mozilla.org/en-US/docs/Web/Guide/CSS/Getting_started

They will all assume that you know only basic HTML as well and will help you with all the aspects of building a static page except 'meta tags'. You will need to Google 'HTML tutorial' and work your way through to advanced levels on most of the tutorials before they will discuss meta tags, but don't be tempted to skip sections looking for the bits you want.
