Gathering all textual content in a single "content.php" file

Hi everyone,

 

In a static/corporate website, do you think it's a good idea, rather than putting chunks of text here and there in the template files, to put PHP variables instead and have a single PHP file containing all chunks of text in different variables (not sure if I'm clear) ?

I have in the past, but only when i know they will be editing large chunks of the text and the budget doesn't cover a CMS or they have an IT department capable of directly editing the files.
