The best thing is to start again - take the original designs and the build the html/css from scratch to make it the most efficient and practical method of switching over :)

 

You may want to take this time to re-evaluate the site; redesign, re-write some copy etc...

If your table-based layout has lots of image slices in lots of td cells, you should try to assemble the images into just a few (say header, content and footer images) or just one large background image, and place content in divs over the top.

As "Terydinho" said above, you are probably better off starting with the design and re-coding. I wish i had a better and easier answer for you but i'm afraid there is no such thing.

All this talk about wireframing.. rapid prototyping is annoyingly excruciating.I think its best just coding out .. maybe just good old pen and paper .. and possibly programs like this..

 

I seemed to be spending more time learning techniques rather doing what i want most DESIGNING.

 

For those who are considered good but not great... @ what they do... my advice is go with your instinct... if your passionate enough...
