Going 100% Freelance - Personal Portfolio or Company?
I think that the name you give yourself/your company will not make that big a difference at the end of the day. As long as you are honest and transparent in your business dealings with clients, you will be fine. Once you start finding freelance work, you will soon see that everything kind of slots neatly into place itself when you are doing a good job for clients. Soon your reputation will build, either as a sole trader or as a company, and more clients will start gravitating towards you.

Problems with freelance developer
If you can, I would terminate working with this freelancer and find someone else. If you can get hold of the development work they have already done then that would obviously be a bonus. When you move onto someone else, make sure they sign a contract. It doesn't protect you completely, but at least you'll both been on the same page. And a little protection is better than nothing.

What's the minimum staff you need for a web design company?
I'd say start with yourself and whoever you know is qualified/interested in being part of it and then see where it goes from there. Once you have other clients who either make the workload to heavy or ask for things that you and your team don't have any experience in, then you start expanding the team. Always best to take baby steps.

Link building resources
Link building is something that can be quite difficult, but not impossible. Social media comments and forum posting are generally the best way to go. Also, it's best to stay clear of guest posting. That's becoming more and more obsolete.

There are a few things you can do to get more backlinks. One thing you could do is broken link building. Have a look through some websites and blog posts that have similar content to your website and see if they have any broken links. If they do, then you could email them and tell them that you noticed the broken link and that you have an alternative, which just happens to be your site. May not work all the time, but when it does it can have a really positive effect.

Personally, I think that Screaming Frog is quite a useful tool. You can check the health of your website using that tool quite quickly.
