Precisely why you shouldn't try get something "Premium" for free.
Really depends on requirements. I started using Angular for a mobile web app that interfaces with a variety of APIs. It's fantastic imho. Creating Factories to handle API calls just makes things much easier to develop. Two way binding is another great advantage. Not being a brilliant Javascript developer means I can create an spa way quicker than from scratch.
I've also started using Bootstrap for a few web sites. Another great framework that you can then build upon. Handy if the site is low budget / quick turnaround.
Frameworks aren't the be all and end all but they certainly suit certain situations. Still haven't delved into CSS frameworks as most sites I work on tend to be pretty simple in that regard.
