Does anybody know how I could style the 404 page? I have attached screenshots of the current 404 page and the 404.php code.

Um, like you would any other page? What styles / layouts do the rest of the pages use?

None of the classes in 404.php exist in my style.css. Is this why it's displaying messed up? Or is there a separate CSS file?

Probably. Just change out with your normal styles like .container etc, the /wp-content/themes/Regal%202018/style.css?ver=4.1.23 is loading in the 404 page
