Not similar in content, but similar to that type of articles, space for banners and ads

Has anyone had good experience using sites like elance to produce a quality website ? 

I don't want to use Wordpress CMS

Can you recommend anyone for this job ?

I recommend me. But I don't really understand why if you want a site like that one, which is a free wordpress theme you would want to build a site which isn't wordpress with the free theme. I can make you a magazine type site on another CMS which is just like that, or a bit different if you prefer. You would need a CMS though to handle articles and links with exerpts like that.

I doubt you will find anyone on elance who can do the job. Most of them only know how to do WordPress.

Why don't you want to use WordPress? There are plenty of alternative CMS, but if you want a site like your example why not just use the same free theme with a WordPress install. It will keep the costs down.

You can achieve something like that with Ghost. It requires Node.js, but it's quite good.

Another alternative would be HTMLy.
