How can I get facebook to accept ad for my sexual health website?

You can't. If facebook decides that your adverts are not permitted it means they don't approve of the topic, content, the target page or something else.

You could try creating a subtle blog post and promoting that for your ad, along with being careful what wording you choose for your ad. Make sure you pick your audience carefully too.

 

If you still can't get it approved, try reaching out to a Page or group admin with a big following and ask if it's okay to share your link. You could always offer them the money you would have spent on advertising anyway.

actually if it is good advert then fb allow you to advertise but if ur website is lik spam kind of then fb will not allow you to advertise

As per facebook's guidlelines you cannot promote such services on fb.
