It sounds more like a firewall issue if you PC's are networked then the firewall may be blocking access. You phone may be connected to an open network or using your data allowance.

In order to answer this accurately, where are you hosting the wordpress website and how are you trying to access it (By IP address or URL)?

 

Based on what you have said so far, it sounds possible that you are trying to host the wordpress website on your own internal computer, inside your network and are trying to access it via a URL, is that the case?
