I'm using a few systems including PHPList and Mandrill to send high volume email campaigns. However, my ISp is throttling my send per hour limit. Does anyone know how to send email through a third party SMTP so there won't be any restrictions?

A quick web search for "high volume smtp" brings back a few choices, though a few colleagues have used https://sendgrid.com before and seem to be happy with them.

Why you should need to send it via your ISp. Get a server from a hosting company and do it. There is also a service called "mailchimp" which will help you to send massive emails.
