Mmm jquery is a javascript library not a tool so if u just click the file of coarse its gonna bring up the javascript code for the library

If you’re after learning JQuery I suggest reading the very simple basic tutorial it takes about 20 minutes. You’ll find that a lot more useful then opening the scripts. Then maybe think about learning the basics of JavaScript on W3School.

 

I’d stay well clear of the other two till you’re confident with JavaScript.

 

I’m not sure what you mean by tools. JS is client side scripting, PHP and Perl are server side.
