We're pitching for a project and MODx can do 99% of what they want, but a big issue for them is an approval workflow - something MODx can't handle yet. Open source a bonus Not Open Source but you get full access to all code files though you never need to touch them instead. There are numerous hooks and so on so you can write your own modules, extensions and plugins 3. Multiple language versions EE can be multilingual, depends on exactly what you need to do 4. Multiple manager access roles Yes, as many as you need 5. Approval workflow with two levels of approval required before revision is published Yes, you can set as many "statuses" as you need as you need that would give you the functionality.
