Well, i m a new web designer and i have a client in IRELAND. He asked me about the payment procedure ! so what i do ? will i prefer Western Union or else ? PAYPAL is banned here :) I have a dout that he would`nt send me the payment ! so what i do ? ask him advance payment or give me 50% then 50% after work ? any solutionz?

I would suggest upfront payment is the best thing to do, for I'm a freelancer too, that's what I do if I'm not that sure on the client. But if you both have trust to each other its even better, just as me and my client. :D

hmm how much it cost for opening an account?

You could try using MoneyBookers or a different pay system. But I would at least charge an upfront fee of 30%. Gauge your client and if he seems a bit shady then do 50% upfront.

I ask overseas clients to Direct Deposit - USD into my bank account.

 

I always request 50% upfront and the balance upon completion.

 

I develop the site on my own servers and transfer the site to the client's servers only after final payment.

Erm, No, PayPal isn't banned in Pakistan, it's not supported by PayPal. Eastern and African countries don't have a local PayPal service because of various corporate and financial obstacles. The main one being the likely lack of use. Though, it's nothing to do with "not allowing scammers in your country" I think you'll find the con artists who use Western Union which does serve your country are the biggest scammers of all.
