Is any fees are required to design a website? I am looking for free websites.

Though if I were you I'd download a free imagery program like gimp and learn to design, also read up aout xhtml & css.

Guys, help me too. I want to make a site. Anyway I don't have any experience with making sites and want to know how to learn how. I would need there to be many forums and solid security for users. Basically I want a pretty big site. Where do I start?
