im sure it's possible, and am happy to looks at different solutions but I have only used Zen Cart but happy to look at virtuemart, Cube Cart, Magento. jShop paid or free versions)

 

I have been asked to quote for a site in which they want a open shop for anyone to by a service (e.g. a photo session or wedding package) BUT also have a 'client only' area once the photos have been taken to purchase different sizes, canvas etc...

 

Which solution would be the best to handle this?

I dont see why - if you install them in different places with different dbs there would be any problem at all?

 

alternatively you can list services as products?

Magento can handle it, i assume others can too.

 

However they need to be on the same server, and there's probably another few requirements.

Id just put either on a seperate subdomain then you can treat them as seperate sites/merge the two quite easily
