Page rank is an algorithm for determining a web sites worth with the amount and quality links it has. To get more traffic and top ranking you will need to select a keywords to focus on and getting links with the anchor text contain the keywords you want to rank for. Your keyword should be in your description and title and on key places on your page.

In my experience it is good to get a mixture of links, some with the keywords some without as Google sees this as a more natural linking pattern.

Page rank is an indication of how many backlinks your site has achieved. Having a higher page rank doesn't mean that your site will have higher traffic and keyword ranking in serp.

 

If you want to increase your traffic, it's best to make your targeted keywords be listed in higher position in serp (let say in the first page). In this way, your site will have higher chances or percentage to be clicked and visited by your customers.
