Too many things going around which makes it a little hard to browse. I would recommend moving the left navigation to the top to become horizontal, that will make the site have 3 columns instead of 4. Good luck!

Great tips been given already. I would also like to add that in order to build websites you need to learn to at least use one of the design softwares such as Photoshop. Taking courses ain't enough. You need to have the program and play around with it, view tutorials from various places such as good-tutorials.com and try to practice. It may take you sometime, you just need to keep trying!
