In the past, search engines needed the manual site submissions for knowing about a new website launched but nowadays, submitting a site to the search engines is not needed anymore because by adding a few links to that, search engines and Google will find, crawl and index it.

Why are you going to wait for the Google PR anyway? Only those webmasters are concerned about the PR updates who would like to buy or sell links and today, a high PR link does not necessarily help with rankings.
