Either you have images that reduce in size when the window is resized, or you display a differently sized image based on the screen size of the user. http://adaptive-images.com/ is a ready made solution.

Why bother? You can launch a site for under $10 with minimal knowledge, you just need a host and a domain name. Are you afraid of getting sued for some reason?

The problem is that you're using an image as your menu buttons. You can create that same visual with pure CSS which also allows for some responsiveness. To see why this problem is happening, remove these two styles: ul#topnav1 li a { float: left; text-indent: -9999px; }

I've noticed the biggest improvement when using honeypots.

Firefox for the bookmark system and dev tools and chrome for the stability. Firefox seems to crash far more often than Chrome for me.
