Well recently I revised my opinion on bought likes. I think that buying may be good for you when two conditions are met: when it's cheap and you're just starting with your fb fanpage. It's because experience taught me that people are willing to like a page more often when they see others did that as well. And I agree that getting those next 106 likes, which are genuine, are going to be hell and last forever, but it's still going to be easier, than when you start with nothing.

But when it comes to those bought followers, are they active? Or is it just a number?

As it was mentioned there are different products and services, so each need a different approach, but I have my favorite strategy that I use as often as possible. First I create a twitter account and build up a followers base. When it's big enough I start to transfer traffic to Facebook FP where I engage people in some social activities to get rid of those who are not interested in brand. When I see they're ready I start to transfer them (step-by-step) to the website where I convert them to leads. Old-fashioned but effective strategy.
