    Ah, I see.
     
    Well it would be simple enough using CodeIgniter as a PHP framework. No more than a few hours work depending on the level of complexity of user accounts/management/permissions/etc. for a developer. If you're learning, naturally, that may turn into a few days work.
     
    CodeIgniter will be a good starting point for you.

    Just wondering are you opposed to using wordpress? Or you wanna do it from scratch just to get some practice with PHP
