More then likely the guy the OP is paying thinks the OP does not know much and does not know he is even part of a web designer/developers forum. Either way id suggest the OP finds someone else to take care of it. $800 dollars is wayyyy to much to pay for a crappy job.

Ps. @OP Don't ask me to do the Job i haven't a clue about Wordpress template design but atleast im honest about it ey on a brighter note there is a rather wordpress professional on this forum or use to be his username started with an R i believe id try to make an offer to him and he should be able to set the wrongs right

By the looks of things mate, this person has taken on the project and not knowing a thing about WordPress...

It looks like there is no real contract in place, which is a bummer for him as it means you can walk away and he can't do much at all!

Best thing to do would be to find someone else

At the end of the day, looking at the job spec you've sent they have not fulfilled their role (although there is no mention of responsive design in the job spec?).

Have you paid them anything at all so far?

I'm guessing you had a contract in place? If not then ouch...

What did they specifically say they were going to do?

I'm not too sure what to say about the site.

Parts of the code and nice some bits are horrible. I would of personally built a template (or different templates), then you would be able to edit the content through WP Admin (otherwise what the hell is the point of wordpress being there?).

Where they've edited the theme it's mucked up the responsiveness to it (If that's even a word?!). Also the design overall is all over the place. Obviously, I dunno what stage they are at the moment? Have they said it's finished?

Wait so they made it where u cant even edit the pages u want in wordpress? sounds to me like they just created standalone pages by basically not knowing how the hell to build a proper wordpress template. anyways if this is the case id have them fix that with no added charge or just dont pay them

What have you paid them to do exactly?
If their making you a custom theme then what you currently have is not complete - the responsive element is a mess.
Have you tweaked that code at all?

I'm a little confused because you stated that you're a "wp adept" but it doesn't seem as though you have a very good understanding of what PHP is or how it interacts with WP..?
In a nutshell, it's a server-side scripting language that performs various queries on the server and outputs HTML to the browser. PHP is editable and without it you wouldn't be able to dynamically update your website. Nevertheless, if you're having a WP template created for you then the content should be easy to manage and update (as you know being an experienced WP user); however, if what you want to do is make changes to the theme/design then that's not going to be easy and some PHP knowledge would most likely be required.

Wordpress doesnt just create 'php pages' its much much more then this..

PhP is a server side langauge, all code is executed on the server and output as html to the users browsers. What that php is doing is the background is much more then just 'easy to edit page'

Does it display properly on all modern browsers? If so, then the code is good enough

On iPad at the moment so can't view the source properly, will give it a look over in the morning mate!

If they've just created PHP pages, what is Wordpress actually doing? :S
Doesn't look very good on iPad at the moment https://www.dropbox.com/s/dpw0a0qi4hlbqup/Photo%2002-04-2013%2021%2044%2005.png
